Webhook Subscriptions

Register external HTTP endpoints that receive POSTs when alert events fire. Each row is scoped to one event type from breach, error, threshold, or replay_completed. The optional signing_secret adds an HMAC-SHA256 X-Webhook-Signature header so the receiver can verify the payload.
